Operational Planner SPNV Award Procedure and Open Access Operating Services 

Focus: Germany and Austria

We are looking for a committed and talented individual to join our international business development team as an Operational Planner for regional rail transport award procedures and open access operating services with a focus on Germany and Austria as part of our planned international expansion. Leo Express is a Czech company based in Prague. For more than 13 years, we have been operating our own long-distance open access services in the Czech Republic, Slovakia and Poland. In addition, Leo Express operates local rail passenger transport services in the Pardubice region and on behalf of the Slovakian Ministry of Transport in the Danube region around Bratislava. Long-distance bus connections to Ukraine complement our route network. From 2017 to 2020, Leo Express already operated long-distance trains in Germany. Together with our main shareholder, the Spanish state railway Renfe, we are planning strong growth in Central Europe in the coming years, including the launch of a long-distance train connection to Frankfurt (Main) from summer 2026. 

Your tasks

  • Responsibility for the sub-projects "Operational Planning" and "Infrastructure" in the context of international regional rail passenger transport award procedures with a focus on Germany / Austria, including operational and timetable concepts, timetable planning, duty planning taking into account relevant working time and collective agreement regulations, service facilities and replacement services
  • Responsibility for planning the operating concepts for open access transport in Germany and Austria, in particular long-term planning including applications for train paths, stations and service facilities for the working timetable as well as support with operational planning during the year, including construction timetables
  • Supporting international business development in the creation of business plans for regional rail transport award procedures and new open access services
  • Supporting the entire project team in German-language communication with railway infrastructure companies and railway undertakings as well as other stakeholders, including regional rail transport authorities
  • Preparation of presentations for the Executive Board and internal committees
  • Close collaboration with the entire international business development team
  • Further development of cross-departmental cooperation

Your profile 

  • Completed studies in the field of transport planning or comparable qualification in the railway sector with relevant professional experience
  • Good understanding of the German and / or Austrian passenger transport market
  • A high affinity for rail passenger transport and a strong understanding of the operational, technical and commercial contexts
  • Initial experience in the operational planning of a rail transport company (e.g. as part of an internship), including knowledge of timetable and train path ordering at a railway infrastructure company 
  • Strong analytical skills 
  • Advanced knowledge of MS OFFICE (especially Excel and PowerPoint) and knowledge of planning and train path software (e.g. TPN and IVU) desirable
  • Fluent in written and spoken German and English; other language skills are an advantage; English is the working language in our international business development department
  • Team-orientation and strong communication skills in the context of an international team  
  • Strong hands-on mentality and ability to work both independently and in a team, with good soft skills, stress resistance
  • Willingness to travel occasionally for business in Central Europe, with a focus on Germany and Austria
  • Work in our office in Prague with flexible home office arrangement; remote work from Germany / Austria possible, but we require the willingness to come to Prague for an initial induction week and to travel to Prague occasionally
